Hutchinson Public School, Monday night. The meeting was sponsored by the Blair Park Vista Ratepayers' Association. Harry Inkpen, who is con- testing the reeveship, promised straight forward administra- tion. He said the post should not 'be filled by acclamation and for this reason, among others, he had decided to run. One of the main planks in his platform was the need for the provincial government to assume a larger share of edu- cation costs. He said this should be taken off the shoulders of property owners and business men. ' Tight control must be kept on rising costs and industrial assessment must be increased, he said. The objective should be a 60-40 ratio rather than the 53 residential, 35 industrial- commercial and 12 per cent. tax exemption which now prevails. Reeve Everett Quantrill said a long look must be taken»at regional government which could be brought in within two years. "Experience is required at the county level," he said. Gordon Osborne, a candidate for deputy reeve, said town em- ployees must understand they are the servants of the public. "Sometimes they do not under- -- or forget this fact," he said, He stressed the need to keep' a careful watch on expenses in the next two years. He said he had considerable experience ob- serving councils and adminis- trative bodies in many areas. DEVELOPMENT STOPPED. Deputy Reeve George Brooks said council had to stop de- velopment in the past to give the community a breather. Past councils had incurred a $2,000,- 000 debt, which is only now be- ing cleared away. He said the mill rate was 11 mills when he first entered council, largely due to the debentures not sold in 1960. "No one is against high rise apartment or subdivisions as long as they are planned schemes. They must have prop- er services all paid for by the developer not the taxpayer," Mr. Brooks sai. "You are still paying for subdivisions and de- velopment created in the 1950's.". This could have been much worse had council not clamped down. Mrs. Ileen Moore, running for a council seat, admitted she had no: municipal experience but stressed the importance of her business experience. She offered sound business ability, promised to watch finances closely and primarily support anything that is good for thej}- majority.
