Conservatives took all four of the island's seats. (CP) K Majority: Really Game Of Numbers OTTAWA (CP)--How many MPs does a party need for a majority in Canada's 265-seat House of Commons? There are two answers: 133 if the Speaker of the House is from an opposition party but 134 if he is from the govern- ment side. Even when 134 members are needed for control, most con- stitutional experts agree that a party with 133 is in little danger of defeat on a confidence issue, the only way a government can be overthrown. The question is commanding more than usual attention since the Noy. 8 election returned the fourth minority Parliament in 8% years. The Liberals ob- tained 131 seats, two more than in the last election in 1963, and have the promise of the support of an independent MP from Quebec. In purely mathematical terms the answer to the majority question is simple. If a party has 133 members in the House, it will have one more Commons yote than the opposition. However, the Commons needs a Speaker. Traditionally he comes from the party that forms the government. He votes only to break a tie. That still seems to lave 133 the magic number, but it's not that simple. Authorities hold that parlia- mentary tradition requires thai the Speaker's so-called "casting vote" must be aimed at allow- ing the House another opportu- nity of considering the question. REQUIRE VOTE This almost certainly requires him to vote against any non- confidence motion if the count is tied since only a negative vote would leave the question open. A vote for the motion would topple the government. Thus, a government with sup- port of 133 seats including the Speaker is virtually assured 0 winning a confidence vote if al MPs are present. But the Speak er's vote could go the other way on other Commons business. Suppose the government is trying to kill a private mem- ber's bill on second reading and the vote ends in a tie. Then the Speaker in a tie would normally vote in favor of second reading --approval in principle--to al low the House another chance to discuss it. This factor leads Commons veteran Stanley Knowles, NDP rules expert, to conclude that a government cannot claim a clear-cut majority until it has) 134 seats.
