However, the tribunal's rulings have been so liberal some now criticize it as opening the door too wide. The strongest criticism was against a provision that the tri- bunal could, if it wished, delib- erate in secret and forbid pub- lication in the daily press of even the names of publications banned, It still has that power, but in fact has held all its hear- ings so far in public and has not objected to publication of its findings.
