Do the Chi- nese really fear the Russians might do so? These are questions, raised by the release of a lengthy official summary. of the Sept. 29 press conference given in the Chinese capital by Chinese Foreign Min- ister Chen Yi, A close reading of the Chinese version of the conference seems to indicate that Chen was talk- ing about. something the Chinese leadership may have been an- xiously chewing over in pri- vate, After saying that "it is up to the U.S. president and the Pen- tagon to decide whether the United States wants a big war with China today," Chen ex- claimed: 'If the U.S. imperialists: are determined to launch a. war of| aggression against us, they are| welcome to come sooner, to) come as early as tomorrow! Let the Indian reactionaries, the British imperialists and the Japanese 'militarists come along with them!" OBLIQUE REFERENCE Then, without naming the Russians, he added: "Let the modern revisionists act in co- ordination with them from the} north!" | Japanese and British corres- pondents present at the press conference said Chen was shouting and red with anger at this stage. The indication that he had not merely lost his temper but may have been in fact genuinely fearful about the Russians came in the next sentence: "We will still win in the end The great Soviet people and the Communist party of the Soviet Union will not allow their lead- ers to take such a criminal de- cision," The reference to the Indians, the British, the Japanese and the Russians as possible allies in a joint attack against main- land China is an extraordinary commentary on the Chinese ca- pacity to lose friends, Sixteen years ago, when the Communists established their People's Republic in Peking, the Russians were their sworn al- lies, the Indians their "blood brothers." The British hurried to recognize them in 1950, The Japanese looked on without dis- approval. Even some Americans were inclined to regard them as the legitimate rulers of China. LOST SYMPATHY Chinese belligerency soon alienated any friendly U.S, sen-| timent, Indifference and con-| tempt froze out the British and) an insistence on mixing politics) with trade disillusioned the Jap- anese. The Indian disenchant- ment began with the 1951 seiz-| ure of Tibet and became total when Chinese invasion troops) crossed the Himalayas in 1962, | The cracks in the China-Soviet} fabric first began to appear in} 1956 after Nikita Khrushchev denounced Stalinism and called for peaceful coexistence. Since) 1962 they have been deep, pub- lic and searing. | They now appear to have reached such depths that the Chinese speculate on the possi- bility that the heirs of Lenin and Stalin might join hands with the U.S, to attack China.
