"About 99 per cent of all buy- ing is discretionary,"' he says. "The housewife is limited, often to what she has in her purse. BLAMES ALGAE "The pollution caused by phosphate in Lake Erie results in uncontrollable production of algae followed by decay of this organic matter produced in the lake," the report said. 'The de- cay in turn produces zones of oxygen depletion, as has been evidenced by studies in the past and the recently revealed zone of serious oxygen depletion of 2,600 square miles of the cen- tral basin." The report said that a 65-per- cent reduction of phosphate in-| puts could be achieved through secondary sewage treatment, "operated to effect optimum phosphate removal." : | U.S. Representative Charles) A.
