In the article, written after a tour of the base last year but mever published, Mrs. Sauve claimed the base's security was Think It |vations that prompted official interest. She noted that hun- dreds of telephone wires in the centre that could have been covered were exposed, One line was patched into 'the entire U.S. civil defence network, she said. The underground base, the size of a hotel, was vulnerable to sabotage at the south en- loose, that civil defence oem where a rail line and North Bay was a joke, and that manned bomber detection is obsolete in a missile age. _ Mrs. Sauve observed that most North Bay residents didn't even hear the sirens during one civil defence drill. Mrs. Sauve tried unsuccess- fully to check out her article with Air Vice-Marshal James Harvey, NORAD northern re- gion commander. Both Maclean's Magazine and the Toronto Globe and Mail turned the article down. But word of its undiluted crit- icism evidently aroused official interest, Last April 15, four months after the rejections, RCMP vis- ited her home, questioned her about the article, then walked away with a file of work she had done. SAID SHE WAS SCARED Mrs. Sauve said in an inter- view with Maclean's, who pub- lished details in their June 5 -{ssue, that she was scared stiff by a warning she had classified information and shouldn't pub- lish the article. Later, she recalled most of her facts had come from a --<-- press kit issued at the centre. _ it may have been her obser- highway ran nearby. She asked why a protective wall couldn't rais ed. She also noted that she called the North Bay civil defence number three times daily for three weeks before anyone an- swered the telephone. QUESTIONS ASKED Hardly any of this was men- tioned in a terse justice de- partment reply Wednesday in the Commons to eight questions by David Orlikow (NDP--Win- nipeg North). The written reply 'said a Staff Sgt. Linden of the RCMP ques- tioned her but didn't search her home, although he had a search warrant. Denied was her contention that more than one Mountie was there, and that she was warned against publishing the article. She turned over "her com- plete file and manuscripts" vol- untarily, it said. Mrs. Sauve hadn't been in- formed of her rights, it said. The correspondence Sgt. Lin- den had taken has been re- turned, it added. Nothing was said about NORAD, the communications centre, nor the reason for the RCMP visit. Demolition of the courts' con- troversial power was an- nounced by the Supreme Court rules committee Wednesday, six weeks after a British judge disclosed that he had, without public announcement, sent a man to prison on a contempt charge in a "ward of court" ease. In Iayman's terms, this simply means that the judge, in closed sessions, found a man lic the name of the person jailed, the nature of the con- tempt charge and the period of imprisonment. REPORTER SAW MAN disclosing last month that he had sent a man to jail in a "ward of court' case, main- tained that the court, in keep- ing the case out of the press, protected the interests of the ward. This case came to light, when a reporter saw a mani being led from the court afte a private hearing. However, the British pres struck back, maintaining it was difficult to understand how brief, discreet statement of sen- tence could inhibit the courts ity of disobeying the court's|or prejudice the parties in- lecision in connection with a man, woman or child who had been placed under the court's protection or jurisdiction. The question this time is whether there should be a na- tional competition among ship- yards for four new destroyer contracts, totalling about $142,- 000,000. a | The dilemma arises from the) fact that East Coast and St. Lawrence River yards can build more cheaply than West Coast plants because of higher wages in the west. Informed sources said Wed- nesday Defence Production Minister Drury has recom- mended a national competition, which could mean that con- tracts for all four destroyers would go to East Coast or St. Lawrence yards. British Columbia cabinet min- isters and MPs aren't pleased at. such a prospect. MAY BE COMPROMISE Informants indicated there may be a compromise: Com- petitive bids among eastern 'yards for two or three destroy- ers and among British Colum- bia yards for one or two. Late last year the govern- ment had to decide whether to order an expensive fighter- bomber for the RCAF, to the greater benefit of the aviation industry: or a cheaper plane to ceiling on annual defence ex- penditures. The cabinet decided on the cheaper plane, a victory for Defence Minister Hellyer. The present problem is com- plicated by the fact that the shipyards have never bid com- petively on destroyer contracts. Work was allocated to the yards, Mr. Hellyer has described this system as "the most in- efficient way ever devised to build ships." Mr. Drury has agreed to cre- ation of a government-industry committee to discuss' bidding procedures and the amount of detailed specifications on the amount of detailed specifica- tions on the new ships that the yards will need before they can make bids. This committee is expected to start functioning soon.
