TO ANOTHER og Thomson Hits Paper Tax As First Of Press Curbs By HAROLD MORRISON LONDON (CP)--Lord Thom- son says the Canadian govern- ment's newspaper taxation plan infringes on press freedom. "It is the thin edge of the wedge," the Canadian-born pub- lisher said Tuesday as he called on the Commonwealth Press Union to condemn all restric- tions on press freedom. Once a government starts to restrict the press, he said, it is inclined to move from one re- striction to another. * Thomson referred to the Canadian government's propo- sal to disallow for tax pur- poses costs of advertising in ublications which are not at Teast 75 - per - cent Canadian- owned, He said this is a seri- ous infringement of press free- dom, opening the door to the other curbs. Thomson noted also Justice Minister Guy Favreau's recent disclosure that he is studying whether a ban should be im- posed on the publication of names' of those on trial until they are found guilty of charges. Lord Thomson spoke as a member of the press union's council, BACKS RESTRICTION Senator W. Rupert Davies, a Canadian delegate and honorary life member of the press union, said he could not express an opinion at this time on the tax measure, but he would agree with any government move to keep the names of the accused out of newspapers until found guilty. "I don't see why the names of those found not guilty should be plastered in the newspa- pers," he said, just before the press union wound up its two- day annual meeting.
