'Divided Germany Stays That Way By BORIS MISKEW Canadian Press Staff Writer Europe will have to continue to live with two German states for a long time despite France's willingness to join the United States, Britain and West Ger- many in a new Western call for the reunification of that di- vided country. French Foreign Minister Maurice Couve de Murville backed away from the recent French view that the reunifica- tion of Germany is a problem for the Europeans to settle-- with United States participation to be on a somewhat diluted scale. Although the French action brought cheers from the West German officials attending the ministerial council of the North Atlantic Treaty Organization in London, there really is not much to cheer about. France merely retreated a little on a matter that could have injured relations between France and West Germany and which President de Gaulle ap- more immediately than boost the West German morale. Post-war developments on the world scene have shown that it is much easier to divide a country than to reunite it. And it also appears that the longer a country is divided the larger is the task of reunification. Korea and Viet Nam are among the countries now plagued with the problem of reunification--and the solution in each case is no. where in sight. Mr. Thibault said formal ap- plication was made Tuesday, and Wednesday the seven-man delegation presented about, 7,500 cards signed by workers at Sud- bury's International Nickel Co. To have a vote taken by Inco workers, the union needs the signatures of at least 45. per the people a chance to be heard, s But can anyone imagine such an election being sanctioned by the Soviet Union to unite Ger- many, where the . population odds are so much in favor of the West? On the other hand, would the United States ever dream of al- lowing an election in Viet Nam which would obviously leave parently does not consider sig- nificant. On matters that France con- siders significant, such as oppo- sition to the American interven- tion in the Dominican Republic, France is continuing to pursue a strong independent policy. LATEST EXAMPLE The latest example of this was France's authorization of its diplomatic representative in Santo Domingo to maintain con- tact with rebel leader Fran- cisco Caamano Deno pending formation of a government based on the "'free will of the Dominican people."
