In opposition to Rev, Me : be's ees a the Department of Evangelism Social Serv and ice of the United Church of Canada, the separation of adequate set of values. Rev. Stewart told the confer- ence the division might aid the development of a more realis- tic and adequate ethic that is not really in conflict with @ procreation ethic. IT'S WORTH IT Dr. Gordon Watson, professor of religious knowledge at Trin- ity College and a psychiatrist at the University of Toronto, agreed that the risk af lending respectability to illicit prac tices is worth taking. . Donald S. MacDonald, Lib- eral member of parliament for Rosedale, said that the Crim- inal Code leaves an area of genuine doubt whether provid- ing birth control methods and information is unlawful, Mr. MacDonald told the con- ference a bill is now before the Commons that would allow cer- tain groups to dispense in- formation and birth control materials. But before any. legislation legalizing such a move have been passed, a birth con- trol information clinic will al- pa have been opened in Tor- onto. SEES NO TROUBLE Dr. Helen Morley, executive member of the Planned Parent- hood Association, said though what she is doing is technically illegal, she foresees no trouble with the law. She will be assisted in the operation of the clinic, opening May 19, by Dr. Donald Dodds, president of the Planned Par enthood Association, and Val+ arie Chapman, a social worker. In another address, William Quinn, a Toronto public school principal, told a panel on edu- cation programs that schools must play a new role in co- ordinating the work of social service agencies for the benefit of disadvantaged children, Mr. Quinn stressed the need for a team attack among par- ents, teachers and social work- ers. "Where we have been suc- cessful, all these groups have worked together," he said. Anthony Adamson, associate professor of town planning at the U of T school of architec. ture, told the conference that the Canadian Bill of Rights should include the right to ade- quate housing for every family. Mr, Adamson advised finan- cial assistance, legislation and social agencies all be brought together to produce "'broad posi- tive plans." NWT: Ready For Self-Government? OTTAWA (CP) --Are the Northwest Territories ready to take another step in the direc: tion of self - government? That's the question that has been tossed to a three-member commission of inquiry an- nounced in the Commons Tues- day by Northern Affairs Minis- ter Laing. Headed by A. W. R. Carroth- ers, dean of law at the Univer- sity of Western Ontario, the commission is to seek the views of northern residents and oth- ers and then recommend to fed- eral authorities the best kind of government for the 25,000 in- habitants who live in about one- third of the nation's acreage. Peter Parker, mayor of Yel- lowknife, has agreed to sit on the commission and Mr. Laing said he hopes Jean Gourd of Amos, Que., will round out the membership. The big area now is gov- erned by a commissioner resi- dent in Ottawa and a nine- member territorial council, five of them appointed by the fed- eral government. The council was fully - appointed from 1912 until 1951, when it was enlarged to: include four elected mem- bers. - TO END RELATIONS CAIRO (Reuters) ~The United Arab Republic will break off diplomatic relations with after it recognizes and estab- lishes diplomatic relations with Israel,.Foreign Minister Ma- hmaud Riad said here Monday.
