That's the question that has been tossed to a three-member commission of inquiry an- nounced in the Commons Tues- day by Northern Affairs Minis- ter Laing. Headed by A. W. R. Carroth- ers, dean of law at the Univer- sity of Western Ontario, the commission is to seek the views of northern residents and oth- ers and then recommend to fed- eral authorities the best kind of government for the 25,000 in- habitants who live in about one- third of the nation's acreage. Peter Parker, mayor of Yel- lowknife, has agreed to sit on the commission and Mr. Laing said he hopes Jean Gourd of Amos, Que., will round out the membership. The big area now is gov- erned by a commissioner resi- dent in Ottawa and a nine- member territorial council, five of them appointed by the fed- eral government.
