Rather than water "rising in the chest,' pulmonary edema means that the lung tissues themselves are being clogged by more moisture than they are supposed to contain. The fluid can't be drained off. The water has to be removed, by nature itself, trom the tis- sues. It is a problem of conges- tion within the tissues. Maybe I can explain it this way. Pulmonary edema is usually due to heart failure. The weak- ened organ is not able to main- tain circulation which is suffi- ciently brisk to do the work it is intended to do. Among other things, the circulation of blood is (or should be) constantly gathering and carrying away impurities and waste matter in the body. If it cannot do so, certain of the impurities begin to build up. And some of them tend to accumulate fluid so they will remain in solution, Hence more water remains in the tissues, and you have edema.
