'Pro-Ottawa Change' MPs Press For Quick Result OTTAWA (CP) -- MPs who helped frame proposals for rad- ical changes in the way Parlia- ment operates are pressing hard for a decision on, their tions before the current parliamentary session ends. Informants say that negoti- tions on the subject among @ parties, going on since last January, have been 'strained ately, but intervention by é Minister Pearson Tues- day may ease the situation. An allparty committee rec- ommended a package deal that would involve revamping the atructure of Commons commit- tees, detailed study of all gov- 'ernment spending programs by the committees rather than by the Commons as a whole and periodic adjournments of Com- mons business while the com- mittees swing into operation. The government is reported to have decided that it could go along with the proposed committee setup and automatic committee study of spending. But the proposal for periodic adjournments of Commons bus- ness is reported to be opposed by government spokesmen. The recommendation was that the Commons meet for three- week periods after a certain stage of the session, adjourning for the following two weeks while the committees worked at their studies of the spending programs and other business. CAME AS PACKAGE The recommendations came as a package from the all-party ¢ommittee.on procedure con- vened by Speaker Alan Mac- naughton. The package was endorsed unanimously by the committee which includes La- bor Minister MacEachen and chief government whip James E. Walker (York Centre). Nobody seems sure whether a majority of MPs would sup- port the package deal from the procedures committee if it comes to a vote. There are dark hints that the government might order chief whip Walker to instruct Liberal MPs to vote against it or prevent a decision being reached. : Proponents of the changes feel that tactically they are in a good position. Debate on the changes has been postponed daily for several weeks by unanimous consent of all MPs. If the government gets tough, it is argued that consent would be refused and a full-dress de- bate be forced.
