A spokesman for the depart- ment of reform institutions said the note was '"'a vicious lie." He said Mercer officials have denied strapping anybody or placing anybody in detention. Two identical! notes, ad- dressed to Vernon Singer, Lib- eral member of the legis!ature for suburban Downsview, were dropped to a deliveryman and said "one of the girls he talked to was severely strapped and is now in confinement." Mr. Singer visited Mercer Tuesday along with two Lib- eral colleagues, James Trotter (Toronto Parkdale) and Leon- ard Braithwaite (Etobicoke). URGE DESTRUCTION They said, after their five- hour tour of the institution, that the reformatory should be torn down. They criticzed treatment of the prisoners, agreeing with an indictment of Mercer conditions reported last year by a grand jury. The Liberal members said they were told women sus- pected of having talked to members of the grand jury were disciplined later by ma- trons. Reform Institutions Minister Allan Grossman declined to comment on the allegations, noting that an official govern- ment inquiry is underway.
