The committee, appointed by Welfare Minister' Louis Cecile, calls on the provincial govern- ment to strengthen, expand and define more clearly its child welfare services. Mr. Cecile in- dicated Monday that this will be done in a new Child Welfare Act. The report was presented to the welfare minister in May of this year after two years of study by the 13-member com- mittee established in 1961. Com- mittee chairman was Charles Foster, former chairman of the Ontario Civil Service Commis- sion, In releasing the report Mon- day, Mr. Cecile said he hopes the revised Child Welfare Act Assessing the role of govern- ment, the advisory committee's report said child welfare legis- lation in Ontario does not clearly establish the province's degree of level of responsibil- ity. "The committee is convinced that it is the responsibility of the provincial government to define and describe minimum standards for service designed to protect children from ne- glect, to strengthen family re- lationships so that children need not come into care."
