KAMPEN, The Netherlands (Reuters)--A Dutch firm has run into press criticism for a portrait series of "'big men and tyrants of the present and past," including Sir Winston Churchill and Hitler, printed on cigar bands. A spokesman for the Sluis Cigar Works here said the se- ries, which also includes Nero, Julius Caesar, Napoleon, Stalin, Fidel Castro, Nikita Khrush- chev, John F. Kennedy and Mussolini, has boosted sales. Asked about newspaper criti- cism, he said: "If we incorpo- rate Nero and Napoleon it would be a historical distortion to leave out Hitler and Mussolini." But he added that if the critl- cism continued the firm might eventually decide to withdraw the Hitler portrait. The Socialist Party newspaper Het Vrije Volk said Monday that while Nero and Napoleon were figures from a very dis- tant past, Hitler and Mussolini reminded millions of people of bitter experiences in a very re- cent past. The firm's spokesman added th had sent Churchill an eight-inch cigar with an extra wide band bearing his portrait for his 90th birthday Monday. Bank Amendments Ready Soon OTTAWA (CP)--The govern- ment is ready to introduce its proposed Bank Act amend- ments. But there hasn't been a whis- per of what they will contain. The secrecy has been as great as for a federal budget. Bank- ers say privately they don't know what to expect. The outstanding questions: --Will the government abol- ish, or even raise, the present official ceiling of six per cent on bank lending rates? --Will the banks be allowed to make regular mortgage loans? --Will other institutions doing essentially a banking business be aie under the federal _ act WERE RECOMMENDED All three steps, and many others, were recommended last April in the massive report of the Porter royal commission on banking and finance. Two major recommendations in that report already have been accepted by the government in its proposed legislation, now be- fore a Commons committee. That dill increases the pow- ers of insurance, trust and mortgage loan companies to in- vest in common stocks, allows them to make mortgage loans equal to 75 per cent instead of the present two-thirds of prep- erty value, and places limits «n future sales of their own shares to non-resicents.
