Swedish STOCKHOLM (Reuters)--The Social Democratic newsaper Stockholms-Tidningen, which of- ten reflects Swedish govern- ment views, has criticized for- eign news agencies for their re- ports on the origin of the Gulf of Tonkin crisis between the U.S. and Communist North Viet Nam. An editorial says: "The question of who fired first in the sea battles in the Tonkin Gulf throws a spotlight on the objectivity of our news meia in crtses of this type. This is not the first time that our mews sources, which are chiefly of American or British origin, have risked misleading the Swedish press. "It can now be seen that the first, simple version was not correct. The allegedly objective news agencies in the United States reported that American destroyers were attacked on two occasions. by Communist PT (patrol-torpedo) boats with- out any provocation whatever. "This made the situation ap- parently clear to many editor- ial writers in the other coun- tries of the West, including Sweden. It was a Communist aggression, VIEW CHANGES But, the editorial aded: "As far as can now be judged, partly on the basis of new American statements and partly after comparison with Commu- nist sources, one gets a some- what different picture of the sit- uation, "Even if it is true as Presi- dent Johnson stated that there was no American provocation, it was clear that on the North Vietnamese side they thought there had been. 'Tt was South Vietnamese tor- pedo boats that attacked a {North Vietnamese island, at the same time as an American de- stroyer showed up in the area, the South Vietnamese attack. "The North Vietnamese ves- sels, defending themselves against the South Vietnamese, suddenly came upon the Amer- ican destroyer and thought it was taking part in the attack." RAPS MEDIA The editorial continued: "Nevertheless, our news me- dia like those of the other West- ern countries (with the possible exception of the French) re- acted, 'at least at: first, by un- critically swallowing the official American version of the course of events, while either not no- ticing any other version at all or dismissing it as Communist propaganda. A survey shows that 54 per cént} of the area is used for streets,| lanes and parking lots. "It is as obvious now as it Raps Viet News Paper moreover the Communist re- ports were very sparse. "But it should be more ob- vious after this 'incident and after the experience of the Cuba crisis, if not before, that one cannot rely on American news agencies either. .. . "It now seems likely that all the shooting was a mistake ex- cept the South Vietnamese at- ported not in serious cofldition. Police said they picked up the man, whose name they would' not release, after recognizing him from an RCMP circular. POSTAL WORKERS STRIKE ROME (AP) -- Most of Italy's 70,000 postal workers were called out on a country-wide 24- hour strike today. OTTAWA NOTEBOOK OTTAWA (CP) -- Retirement of senators at age 75 on pen- sions now is far down the gov- ernment's list of priority legis- lation, but cabinet sources say it is still one item it hopes will be passed at this session of Par- liament. Senate sources indicate the proposal's long period in parlia- mentary Mimbo, waiting to be acted on first by the Commons and then by the Senate, has re- sulted in some softening of at- titude among the senators who would be affected. The Senate traditionally is op- posed to any reform being im- in the laws affecting the Senate can be made without its con- sent, just as the Senate must agree with the Commons on ev- ery clause of every bill before it can be given royal assent and become law. Canada Sells More Wheat Behind Curtain OTTAWA (CP) -- The Cana» dian Wheat Board has sold 7,400,000 bushels of wheat to Po- land and about 1,800,000 bush- els to Bulgaria, Trade Minister Sharp informed the Commons Thursday. Mr. Sharp said the shipments to Poland will be made between August and November this year, and those to Bulgaria' between August and October. Both sales were covered by contracts signed under three-year wheat agreements signed last year. The sale to Poland was. the third under the Nov. 5, 1963, agreement calling on Poland to take 'a total of 44,000,000 bush- els, with 14,700,000 bushels in the first year. The Bulgarian contract completes first - year provisions of the agreement, was before that one cannot rely on Communist sources, and posed on it, In fact, no changes). Still Aim To Debate Senators' Age Limit The retirement proposal, in the resolution stage on the Com- mons order paper since May 19, would require senators ap- pointed after passage of the leg- islation to retire at age 75 on pension. Those who are sena- tors now could remain in the Senate for life or retire at age 75 or afterwards on an annuity. REFORM IS BASIC Senate reform is a_ basic plank in the platform of all par- ties in the Commons, with the New Democrats through their predecessor party, the CCF, pledged to its abolition. These arguments are bound to be revived when the Senate retirement debate starts in the Commons sometime this au- tumn. Except for some of the more radical reformers in the oppo- sition, however, the cry isn't likely to be "End 'em, don't mend 'em"--a slogan developed by the Labor party in the United Kingdom in an effort to reform the hereditary House of Lords out of existence, Experience of both Conserva- tive and Liberal governments has been that the Senate can play a big role through its com- mittees, particularly its impor- tant banking id commierce committee, in the fine points of legislative draughtsmanship. The Senate also has _adistin- iguished record in investigating broad subjects in the kind of detail the Commons is less well equipped to handle--such as its current survey of the problems of aging. Herbert Morrison, House leader in the Commons for Britain's last Labor govern- ment, -said in his book, Govern- ment and Parliament, that he does not agree with abolishing the upper house. 'His experi- ence "'convinced me that it was better to limit the powers of the House of, Lords so that it could do no substantial harm, rather which involves a total of 3,700,- 000 bushels of wheat. than to/ establish single- -cham- lber government. . Montreal snow in the Maluti Mountains have been found by herdsmen, the South African Press Associ- ation reported Thursday, The youths were attending a tribal initiation ceremony when the hut collapsed last June. REPORT BLAMES MACHINES LONDON (AP)--The British medical association says ma- chinery is afflecting workers with anxiety and boredom. The association issued a report Thursday which says anxiety comes primarily from two sources: Fear that the machines may be dangerous to life and limp, and that they may cause unemployment. Boredom, said the report, is caused by the monotonous nature of machine- associated jobs. May Dike For Hike Of Harbor MONTREAL (CP) -- Herb Land, chief engineer with the St. Lawrence River ship chan- nel, said Thursdayconstruction of a major dike in Lake St. Peter, 50 miles downstream from here, is being considered to raise the water level of Mont- real Harbor. Mr. Land said this proposal was among several considered during a four-year study of river behaviour. Speaking to the Kiwanis Club of Montreal, Mr. Land said a problem created by three hun- dred feet of clay in the lake bed would have to be overcome first. The advisory board . which governs the flow of water from Lake Ontario tapped water re- serves for the first time this wee k to raise levels in Montreal harbor and elsewhere down the St. Lawrence, Mr. Land said. Harbor's , advertised depth is 35 feet. "We estimate that the water storage we have been able to put aside will tide us over. the critical period which we expect will be with us until the end of the navigation season," he said. Mr. Land also said work is under way removing. boulders and other obstructions from the channel. in the harbor. "We hope within a few weeks to have gained an extra half foot," he said, LA q
