Templeton Cites Areas Of Concern $20,000 Awarded To Girl TORONTO (CP)--The Ontario Supreme Court Wednesday awarded $20,000 to Jean Ann Reid, 10, of Burlington, Ont., for loss of intelligence resulting from a head injury suffered when she was struck by a car near her home five years ago. In making the award, Mr. Justice John Brooke found the defendant, Ann Watkins, a housewife in nearby Esquesin Township, wholly responsib for the accident in which the girl was knocked down Feb. 1, 1959, while crossing a sideroad on skates to a neighbor's ice rink. Court was told the girl's head injury left her in a deep coma for four days after the: accident and that her speech was re- gressed for a time. Mr. Justice Brooke said he accepted medical evidence that the girl has suffered loss 'of in- telligence so that she will no longer be able to achieve a higher education. He also noted! the girl's beauty, personality and present health have not been: affected by the accident. He ruled Mrs. Watkins did not see the girl before the impact although Jean Ann was wearing a bright skating costume and could be readily seen. The girl will receive the money on her 21st birthday. MOH States Camp Cleaner. FERGUS, Ont. (CP)--Dr. B. T. Dale, medical officer for Wellington County, said Wed- nesday he found sanitary con- ditions improved on his second visit to the Children's Interna- tional Summer Villages camp at Belwood Lake, 12 miles north of Guelph. Dr. Dale had wamed Tues- day sanitary conditions at the camp were below the average standard for Canada an it might have to be closed. The month-long camp has at- tracted 40 children, all 11 years old, from 10 countries includ- ing Sweden, Japan, Mexico, In- dia, France, The Netherlands, Norway and Canada. Dr. Dale had said a boy suf- fering from a sore throat was admitted to the camp without a medical examination and was later put into sick bay at the mother's request. He said Wednesday: "The camp authorities have complied with all my directions and I am satisfied with the co-operation I am receiving from them. The sick boy from Kitchener has been sent home." The doctor 'said he intends to visit the camp regularly but now is confident it will not be necessary to close it for health reasons. (CP)--Charles Templeton said Wednesday night that education, automa- tion and centralization are the three areas of major concern to which he would devote prior attention should he be success- ful in his bid for the Ontario leadership of the Liberal party. He told some 30 representa- tives of the Elgin and Middle- sex riding Liberal associations that these three problems are the ones to which the provin- cial governnient should turn its attention. Mr. Templeton, a former evangelist who retired recently as a newspaper executive, said he is as concerned about the "brain drain" to Toronto as he ig about the one to the United States from Canada. The pro- vincial government is not con- cerned enough with the develop- ment of outlying communities, he charged, and urged the gov- ernment to deploy some of its departments from Toronto to other centres.
