GENEVA (AP)--The Interna- tional Commission of Jurists Tuesday cleared the United . States of Panamanian charges that American troops and police violated human rights in the bloody Panama Canal Zone ri- ots last January. The commission found, how- ever, that excessive force may have been used to put down the rioting and to stop sniping from the "Fanamanian" side of the also criti- and snipers and, for doing noth- ing against inflammatory broad-| casts at the height of the crisis. Twenty-two persons, including three American soldiers, were killed and about 325 others were injured during the incidents Jan, 9-12. Panamanian crowds, enraged in a dispute about the flying of the Panamanian flag in the Canal Zone, burned down several buildings and wrecked cars, shops and other American property.
