Papa Doc never has made much of a secret of his aims in the seven years he has spent 'tightening control of his moun- tainous Negro country in the Caribbean. As he explained recently to a crowd in Port Au Prince, it is only once in every 50 or 75 years that a man of his calibre comes along. He implied that his) 4,000,000 impoverished subjects | should take advantage of his) genius while it is around. | Over the last few weeks the) 57-year-old despot has engaged | in an elaborate charade in which various groups have béen | brought to the palace to plead' with him to accept the presi- dency for life. The show was climaxed Monday night when his hand-picked congress unani- mously-promulgated a new con- stitution under which he is to rule permanently. SURVIVED CRISIS Ironically, it is only a year ago that Duvalier appeared to be nearing the end of his road. Rebellion was springing up at home. The Dominican Republic, which occupies the other half of the island of Hispaniola, had tanks and troops poised on te border. Hockey | Player Faces Second Assault Trial TORONTO (CP)--A Welland hockey player acquitted of as- sault causing bodily harm after a goal judge was struck with a hockey stick in Oakville last February will have to stand trial again. The Ontario Court of Appeal Monday granted an appeal by the attorney-general- against the acquittal of Robert Ernest Max- well of Niagara-on-the-Lake. Magistrate Kenneth Langdon acquitted Maxwell after ruling the assault was unpremedi- tated. Witnesses said Maxwell, a defenceman, slapped the Wel- land goal with his stick during a dispute over a goal in a game against Oakville. The stick went through the net, striking goal judge Walter Bishop in the throat and knock- ing him unconscious. (CP)--Police and ambulance men worked more than two hours Tuesday to free the body of trucker John |Chwiejezak, 29, of Hamilton, crushed to death when part of ier load slammed into the cab as he braked sharply on the two-land section of Highway 401 west of here. The transport slid slowly into the back of a bulk cement truck driven by William Yacks, 35, of Florence, some 15 miles north '|of Chatham. Mr. Yacks was.un- injured. Mr. Chwiejczak apparently locked the brakes of his vehicle to avoid ramming the rear of the cement truck as both trav- elled westward on the narrow section of the highway near Til- bury, 15 miles southwest of Chatham. Force of the sudden braking caused part of the load of steel automobile springs to shoot for- ward, crushing the cab flat.
