An Italian magazine, Il Mondo, earlier this week pub- lished parts of a letter it said Cardinal Tisserant had written to the Archbishop of Paris on June 11, 1940. ' Without. disclosing the text, the cardinal told reporters the phrases reported by Il Mondo were essentially correct al- though taken out of context. Ii Mondo quoted Cardinal Tis- seramt as writing: "The Fascist and Hitlerian ideology has transformed the conscience of youth, who are now ready for any kind of mur- der, I have insisted with the Holy Father (Pope Pius XII) that he publish an encyclical on the individual duty to obey the fyndamental precepts of con- science because a vital point in the theory of Hitler ... . is the substitution of individual con- science with the duty to obey blindly... .
