Canada Still Explores Terms Of Duty OTTAWA (CP)--External Af- fairs Minister Martin said Mon- day it is essential that any na- tional contingent which would be part of a United Nations force in Cyprus should have a very clear idea of its powers and responsibilities, The contingent should also have the co-operation of the Greek and Turkish communities in Cyprus, he said in reply to a series of Commons questions by Opposition Leader Diefenbaker. Mr. Martin said Canada and the four other countries ap- proached by the UN to supply| contingents have been seeking clarification of the UN's pro- force in Cyprus. The force's terms of reference were in only very general terms in the UN resolution calling for its establishment. Mr. Martin said ong country) 'approached has refused to sup-) ply troops. Two others had laid down important financial con- siderations. The necessary financing is not any obstacle to Canadian par- ticipation, the minister said. AGREES ON FINANCES But he agreed with Mr. Die- fenbaker that UN peacekeeping operations were more truly in line with UN efforts if the fi- nancing were borne by the UN itself. In the case of Cyprus, financ- ing of the operation will be borne by the participating coun- tries. Mr. Martin for the second time said pointedly that the UN force would be no bigger than a the present 7,000 - man British force in Cyprus,. which, the min- ister added, was keeping the peace. Mr. Martin also said he sus- |pects that the provision in the) UN resolution for a three - months tour of duty by the| force would be "open to re- view." } SEILING RECALLED NEW YORK (AP)--Rod Seil- ing, the highly-regarded pros- pect obtained from Toronto Maple Leafs in the Andy Bath- gate trade, has been recalled from the Ontario Hockey Asso- ciation Junior A League, New York Rangers said Monday.
