E. Walkey. and) councillor Roy Foster. | The speaker stated that it would have been possible for Clarke to have planning with- out forming the board. The work could. have been done by the Council rather than by a Plan- ning Board. However in Clarke| the council reasoned that they did not have the time to deal with planning matters, so form- ed a planning board. Mr. Simpson also pointed out that the Department of Muni- cipal Affairs had also strongly recommended planning for Clarke as they were aware that problems would arise where no attempt was being made to- wards planning.
