Ottawa Still Delays | New Vegetable Rules "TAWA (CP)--Long-planned revisions in federal regulations concerning fruit, vegetables and honey take a while yet, the Canadian Horticultural Council was told Wednesday. | Recommendations for the re- visions were made four years ago but the federal machinery grinds exceedingly slow, said Director E, A. Eardly of the federal agriculture depart- ment's fruit and vegetable di- vision. The proposed revisions, all technical, would have the effect of tidying up the present regu- lations, They were not dis- cussed Wednesday. "One delegate said the whole project seemed likely to mate- rialize as a centennial year fea- ture. Mr. Eardley explained that work on drafting a new format--which probably would replace the existing fruit, vege- tables and honey act regula- tions--has been delayed again because another justice depart- ment lawyer has just taken on the job in additional to his other duties. The council, concluding its three-day annual meeting, de- cided to k2ep pressing the gov- ernment on the matter. PASS. RESOLUTIONS | _ It also passed resolutions ask- ing the federal agriculture de- partment to speed up work on non-chemical control of pests; praising the department's ro- search eéfforts generally, and approving the seeking of more farm hélp through immigration. Criticism of federal research emphasis on basic rather than practical problems was voiced by A, G. Shantz of Ridgeville, Ont., in supporting a resolution from the Ontario Fruit and Vegetable Growers' Asso- ciation. The resolution deplored vhat it said is a trend toward more basic research at the expense of handling practical problems. Archbishop Against 2 Churches Merging LONDON (AP)--Lord Fisher o. Lambeth, the 76-year-old for- mer Archbishop of Canterbury, came out Wednesday against the proposed merger of Angli- can and Methodist churches. The two churches, he sug- gested in a booklet just pub- lished, could be in full commu- nion with one another without broadside attack on farm research. Basic research any thought of merging into one church. | Lord 'Fisher: was Archbishop! at the time of Anglican-Metho-| dist talks which resulted in a two-stage proposal for unifica- tion, Stage one envisages full communion, .with . the two churches retaining identities. Stage two involves merger. Of concentrated milks on the| market, most important in vol- ume is evaporated -- milk steri- lized by heating at 240 degrees for 15-20 minutes. Mr. Shantz said the Niagara area is concerned about dam- age from mites and he could hardly see the point of--for ex- ample--sending four men to the Hudson Bay area. A. R. Gerish of Oliver, B.C., urged caution in making a federal is essential, he said, with sup- port from other speakers. Mr. Shantz appeared to be speaking of a local problem that should be drawn to the attention of lo- cal federal scientists. IS WITHDRAWN Also withdrawn after it failed to get support was a resolution urging better liaison work by the National Employment Serv- ice to supply seasonal farm la- bor. But another Ontario associa- tion resolution -- pressing the federal immigration de- partment to study the provision of more farm workers through emigration--was adopted. J. M. Sandham of St. Cathar- ines said the federal depart- ment is unaware of the press- ing need for seasonal and per- manent farm workers and the resolution should be passed 60 that possible policy revisions could be influenced by it. Other delegates said seasonal labor in Ontario is a great prob- lem. Lack of su*h labor has caused crop losses ranging up to 50 per cent. Tries To Cut Tariff OTTAWA (CP)--A doggedly persistent St, Catharines tool company has been told by the tariff board that it can't try again to upset a decision made by the highest courts in the land. The board, in a decision made public Wednesday, dis- missed as "frivolous and vexa- tious" an appeal by E. T. F. Tools Limited. The company sought to get a lower import duty on tee turner sets--a device for making T- shaped joints in copper tubing-- by having them classifica as machinery, bearing a 7%4-per- cent_duty. The revenue depart- ment's original 'classification. of the tool carried duty of 2244 per cent. The company's original ap- peal was dismissed by the tariff board more than two years ago. The Exchequer Court reject'd a further appeal by the com- pany and the Supreme Court of Canada refused to hear the case, Last year the company lodged another appeal with the tariff board. The board said it was clear that the new evidence and argument to be presented by the company had been avail- able at the time of the original appeal. "The mere reagitation of sub- Stantially the same issues be- tween the same parties in suc- cessive proceedings has been termed a scandal and an labuse," its ruling said. ' der. with underworld links in his Tool Firm [Quiet Suburb Masks Huge Call-Girl Ring MINEOLA, N.Y, (AP) -- At the outset a week ago, it looked like little more than a sordid ring of suburban housewives banded together in a loose $200,- 000-a-year sex-for-sale arrange- ment. However, the death of a sales- man for the ring has threatened to tear the lid off a full-fledged prostitution scandal in Is- land's split-level society, e were hints that the U.S. national crime syndicate--the so-called Cosa Nostra -- might have a hand in the operation. The salesman was Edmund (Teddy) Nugent, 49,- a barten- past. Authorities said as many as 200 Long Island businessmen and politicians were beguiled by discreet over-the-bar hints from Nugent and others of forbidden pleasures available at $25 to $100 a date. Nugent was found dead Tues- day in a flaming car parked out- side the lounge he managed in a Jericho motel. "It was definitely not sui- cide," said Nassau County Dis- trict Attorney William Cahn. "We do not know whether it was accidental or homicide, but we do know he was alive and breathing when the fire broke out, LOOKS SUSPICIOUS "There were no signs of phys- ical violence, but it looks sus- picious ang that is how I'm carrying it right now pending the results of a toxicological examination." He supplied some of the names of 200 busi- nessmen konown to have been customers of the women who acted as cail girls." Existence of the ring came to light last week when 14 women were picked up, including Mrs. Concetta McAllister, 35, a thrice - divorced Long Island mother of three. Most were held as material witnesses, but she was charged with women into prostitution as ma- dame of the ring. COMMENDS CANADIANS OTTAWA (CP) -- Secretary- General U Thant of the United Nations has commended two Canadian Army officers who played key roles in evacuating missionaries from a Congob province gripped by leftist-led guerrilla warfare. In a state- ment released here by the army, U Thant praised L.-Col. Paul A, Mayer of Ottawa and Brig. Jacques A. Dextraze of Montreal and Quebec City for hard work and individual acts of bravery in the mercy opera- tion earlier this month.
