Dion, 37-year-old expert. on community recreation, believes too much emphasis has been laced in the press on grants that allow --s Canadian participation in international events, or in helping amateur rts bodies to stage their mpionships or other events, "Above all, the fitness pro- m is to encourage all citi- zens to lead a more active life in good provincial or local sports or recreation Le ae ag The fitness directorate, branch of the national health department, was set up by an act of Parliament in 1961 and {ven an annual budget of $5,- 000 to "encourage, promote and develop fitness and ama- teur sport in Canada," ate reached $2,000,000 for the fiscal year ending March 31, 1964. It is expected Parliament will approve a $3,000,000 budget for the 1964-65 fiscal year, Half of the directorate's bud- get goes directly to the prov- inces for their fitness and ama-|& teur. sports projects, and from the provincial shares come scholarships for undergraduate study in fitness fields, The federal half goes for grants to national sports bodies and to universities with schools of physical education, and also takes 'caer of requests for grants-in-aid for study at the jsadvanced professional level. A few of these briefs will be rejected because the or- ganizations are asking money for capital development, such as facilities, equipment or build- ings, which is not covered in the directorate's terms of refer- ence, At a recent meeting of the Canadian Amateur Sports Fed- eration, composed of most sport governing bodies in Canada, Dion made a plea for more contact between his directorate and sports leaders, More - frequent meetings, he said, could clear Y 4 some of the confusion among the sport bod- ies about the absic objectives of the directorate, and allow the federal officials to offer advice and any help needed in prepar- ation of applications for grants.
