22 THE OSHAWA TIMES, Friday, December 13, 1963 Press Gallery Defends Rules For Entry OTTAWA (CP)--The Parlia- mentary Press Gallery Associa- tion argued Thursday: before) the Commons privileges com- mittee that its membership re-| quirements are the fairest and best to apply to persons seeking to use public facilities to report on Parliament and government. The association brief said that restrictions on access to these facilities arising from the mem- bership requirements are less formidable than those employed for reporters in London and Washington. The brief was presented by association President Greg Con- nolley of the Ottawa Citizen and Arthur Blakely of the Montreal Gazette as the committee con- tinued hearings into the case of Raymond Spencer Rodgers of the St. Catharines Standard who seeks access to, reporting facilities used by gallery associ- ation members, Mr. Rodgers has _ identified himself as part-time correspon- dent here of the St. Catharines newspaper. His application for associate membership in. the gallery association was re jected. He has been advised that he fails to meet qualifica tions for full membership. The association brief said the sole qualifications considered in membership applications are whether the applicant is a full- time salaried staff member' of a newspaper, periodical or broadcasting outlet who earns the major portion of his income reporting Parliament or goven ment SEEKS ACCESS M.
