Sparks Fly Over New Auditor Bill OTTAWA (CP) -- A minor government bill to appoint a new auditor for the CNR and TCA sparked a heated debate in the Commons Tuesday night after someone used that explo- sive word "patronage." The measure would appoint the chartered accountants firm of Ross, Touche and Company to handle the annual audits, which draw a fee ranging be- tween $100,000 and $120,000. The measure, in effect, dis- misses J. A.
