REPORT FROM PARLIAMENT | Council Unsure House Method Is Criticized » By MICHAEL STARR, MP 'The method used by the gov- ernment in introducing depart- mental estimates is:not working out too satisfactorily. The estimates are being con-| sidered on Thursday and Fri- days, from seven to 10.30 in the evening. This only allows seven hours per week for this essen- tial business of the house. The house leader of the gov- ernment plans the work of par- liament and is directly respon- sible. . The fault with this procedure is that one department is intro- duced, discussion is carried on for three and a half hours and, if the discussion is not. com- pleted, that department is dropped and a new one is in- troduced on the following day. This has been. carried on this session and, as a result, only a few departmental estimates have been completely approved, out of approximately 20 depart ments.
