"THE OSHAWA TIMES, Wednesday, September 4, 1963 Commonwealth Hitting Slump By DOUG MARSHALL Canadian Press Staff Writer Commonwealth trade figures ere slumping as steadily as the old imperial sun that once smiled so warmly on British commerce, A ceport by the Common. wealth Economic Committee in London is a bitter disappoint- ment for those in Britain who! hoped to expand Commonwealth trade into a workable alterna- tive to the European Common Market, Diversification of markets by member countries has meant that the Commonwealth as a trading bloc is dissolving and slowly becoming absorbed in the general pattern of world trade. The proportions of total Com- monwealth exports going to other Commonwealth countries declined to 34 per cent last year compared with 39 per cent in 1958. The committee believes this trend is likely to continue. OTHER EXPORTS UP On the other hand exports from the Commonwealth to the United States and the European Economic Community have in- creased considerably. Even without a membership card, Britain is making sub- stantial progress in the tough European Common Market and the Commonwealth as a whole provided 30 per cent of the goods imported by the Common Market and European Free Trade Association countries. Britain is an EFTA member. The U.S. still is the Common. wealth's best customer and sup- plier. Exports to the American market increased by 230,000,- 000 (690,000,000) last year. The report underlines the argument that the long-term in- terests of Commonwealth coun. tries, particularly Britain, Can- ada, Australia and New Zealand cannot be reconciled with the concept of the Commonwealth as a tight mutual trading group. SURVIVAL INVOLVED The new industrial markets developing in Europe, the/§ Americas and Japan must be exploited by the primary - pro-| = ducing countries as a matter of survival. The economic health of the Commonwealth is fast becoming dependent on the world situation as a whole. Moreover, notes a London Daily Telegraph editorial, "it is relatively pointless to sit in Britain demanding new Com- monwealth initiatives if the ma- jority of the Commonwealth members remain studiously un- interested." Britain is turning to Europe almost in spite of herself, in much the same way that Can- ada has to live with the U.S. Most Britons are saddened to wee the old order change, They also are realistic enough to see that the Commonwealth now must look outside itself or wither.
