Fleming Leader ILLUSION PORT HOPE -- Canada is on the way to developing a com- plete training program to meet the changing trends in indus- try, Labor Minister Michael Starr said here 'Saturday, He was opening a million - dollar vocational wing to the Port Hope High School, part of what he called "the biggest school building program in history." The new wing will provide 500 places for vocational and tech- nical education in Durham County. It is one of 468 projects approved since Dec. 1960 at a total cost of $450,000,000 under which the federal government pays 75 per cent and the pro- vincial government 25 per cent of the capital outlay. Mr. Starr gave four reasons for the federal-provincial agree. ment to extend vocational edu- cation in Canada; rapid ad. vance in technological changes, widespread industrial demand for higher technical .skills, lack of formal training programs in industry and the number of dropouts at too early an age from school. Faced with this probem, the federal government decided im- mediate action was necessary. This resulted in the passing of the Vocational and Technical Training Act of Dec. 1960, On. tario's share of this amounts to about. $300,000,000, Mr. Starr said. The program aims at arrest. ing the dropout rate in school jand at reducing the 30 per cent *| Young Skaters | Get Big Crowd BOWMANVILLE (Staff) -- More than 450 parents and townspeople packed Bowman- ville Arena to watch 40 figure- skating youngsters go through their paces, The children, mostly _ girls, are members of the town's Fig- ure Skating Club and they were presenting their third annual Pop Cencert to the public. "It is an investment in the future worth many times more than the money being spent on it," he said, In previous years Canada had never trained enough peope to meet the demands of industry and with the drying up of the workers because of European prosperity, government activn became necessary, the labor minister said, "A training progpdm has be- ernment. We c&nnot afford to have large sections of the popu- lation enter the labor market without sufficient skill to find jobs in industry." Mr. Starr aso referred to the stepped-up 'training pro- gram for displaced workers. Last year 12,000 peope had re. ceived re-training assistance compared with 4,600 in the three previous years. The fed- era government shares the cost on a 50-50 basis with the prov- inces. He aso praised the co-opera- tion labor and management were giving to re-training schemes.
