FOOD STORES A&P MEANS DEPENDABILITY JFK Requests Federal Aid To Education WASHINGTON (AP)--Presi- dent Kennedy asked Congress Tuesday to approve a new kind of federal aid to education pro- gram--designed to meet objec- beng that smashed his schoot s in the past. It would ean ,200,00, polar the first year. submitted a Pa a education bill that covered aid to elementary schools and universities, to gifted children and retarded children, to research institutes and libraries, and to almost every other facet of U.S. edu- jcational life. Despite its new design, the. bill still contained the provision that has provoked Roman Cath olic criticism of the president's school program in the past: fed- eral aid to states for public school construction and salaries with no matching funds for parochial and private schools, But the president cut this pro- gram considerably» and may have satisfied some Roman Catholic critics by going a good deal of the way toward meeting their demands on aid to private and parochial colleges and uni- versities. The bill is long and complex, with somé of its programs last- ing two years, some three years, one four, and another five. Government officials said they can not put a price tag on the bill beyond saying the first year--fiscal 1964-- would cost, $1,200,000, 000. Administration spokesmen professed optimism for the bill's chances, Its major new approach came in its Np pin for a four-year, $1,500,000,000 program of federal grants to states for public schools. This was a sharp cut from the $2,300,000,000 the ad- ministratior asked for a three- year program last year. More Federal Drug Control Recommended By RUSSELL ELMAN OTTAWA (CP) -- Further strengthening of federal con- trols over pharmaceutical drugs was recommended before a Commons committee Tuesday by the federal health depart- ment's drugs chief. Dr. C. A. Morrell said al- though his Food and Drugs Di- rectorate acted quickly once it was warned about last year's thalidomide tragedy, hindsight indicated the need for more controls, New proposals now under con- sideration included authorizing federal authorities to require withdrawal of any drug from the market if there is evidence its use may be dangerous and a requirement that manufac- turers keep records of where they have distributed their drugs. Amendments to the Food and Drug Act last fall permit the government to halt distribution of a suspected drug. Dr. Morrell added his per- sonal view that control meas- ures. should be tightened over drugs in their t g or inves- tigatory stage--prior to federal approval for public sale. If the facts warranted it, the health minister should have the author- ity to stop clinical trials of any drug promptly. Health Minister Monteith, re- porting on the thalidomide trag. edy, said it was proving diffi- cult to collect reliable statistics. So far the provinces had re- ported a total of 41 confirmed cases of deformed births arising out of the use of the drug by mothers during pregnancy. In addition, 70 infant deformities had 'been reported from Quebec pe these "had not been classi- ed. Fluoride Approved For Toronto Water TORONTO (CP) -- Metropol- itan Toronto council Tuesday authorized city engineers to start adding fluoride to the city's water. Metro solicitor C. Frank Moore said Ontario's Fluorida- tion Act requires council to go along with the results of a fluoridation vote. Electors in the city and 12 suburbs Dec. 3 voted 177,173 in favor of fluoride and -171,209 opposed. By the time special equip. ment is added at the area's four water purification plants, it wil be May before the fluorides ac tually get into the water.
