SOUTH 723-3343 stm La RR UR gE May your New Year's Eve be merry, ards the unanimous report of a Joint Committee on House of Lords Reform as the first step which will take him back 'into' his former seat in the House of Commons, He had to relinquish his seat Wedgwood-| ce when on the death of his father, | hei: the late Lord Stansgate, he suc- ceeded to the peerage. He fought a court action on the principle that he could renounce his title and still sit in the Commons, but. the judgment went nent him, It was because the prominence given to as. case that the government set up a joint committee to deal with this fland other points concerning House of Lords reform. The committee's report, in its most important recommenda-| tion, provides that all heredi- tary peers should be given the option of surrendering their Aititles, and standing as candi- dates for the House of Com- mons. This is the most> revolu- tionary of all its proposals, and it has been welcomed by Lord Stansgate, Should the govern- ment enact legislation to put the committee's views into effect, he will be free to surrender his title, and seek re-election to the Commons. The principal recommenda- tions made by the Committee are: (1) That a surrendered peer- age should remain dormant, leaving to the next heir the de- cision whether to surrender. (2) An MP who succeeds to the peerage should have one month to decide whether to sur- render. (3) Peers who have already|my succeeded would have six months form the date on which the change takes effect, and (4) In all other cases, the time-limit should be one year from the time of But life peers would be cluded from the privilege of rendering their titles, on ground that they went to the Ores of Lords of their own free will, This would also to peers of first creation, on the same ground, implementing at least part o the committee's report, but may sot be in any hurry to do so. Tt is also possible that it may not accept some of the proposals as they have been worded by the committee, may introduce some am ments of its own choosing, But Lord Stansgate made no bones about what he intends to do if the necessary legislation is pane i ih ¥ all queueing up wi my Thermos 'the moment the doors open," he said. 'I take a camp bed outside the Lord Chancellor's office." * © The Earl of Sandwich is against the report which » terms inadequate. -- Lord Stansgate is not the only. peer who might be affected if these recommendations translated into legislation. The Ear! of Sandwich, formerly Vis- S\count Hinchingbrooke and MP for South Dorset, might also be interested in sunrendering his new title and returning to the House of Commons .of which he was a very active and valuable member. Even more intriguing are sug- gestions that the Earl of Home and Lord Hailsham could, under' such legislation, renounce their peerages for their lifetime, and qualify to become members of the House of Commons, Specu- lation that they might do so is particularly interesting in the, arejl: ANTIQUES | & Gl 18 +e el Paintings, Wrough = tron fad i 216 BROCK ST, s.
