BIRD OTTAWA (CP) An effi- cient underground movement has been set in motion to aid the defection of anti - Castro Cubans to the United States through Canada, it was learned reliably Monday. A highly-qualified source said the underground movement in- volves persons both in Cuba and the U.S. It does not involve anyone in Canada. The system has been used by 14 Cubans since last fall to escape from their Communist homeland and join compatriots in the U.S. opposed to Fidel Castro's regime. : They've made their way into the U.S. by "jumping" Cubana Airlines planes landing at New- foundland's Gander Airport. A large number were airplane pilots. Sunday a 15th Cuban made a 'isimilar bid to get into the U.S. He was Ernesto Moreyra Rod- riguez, 34, co-pilot of a Cubana flight from Havana to Prague who left the plane at Gander and asked for transit privileges to go to the United States. It is apparent, the source said, that the Cubans who have de- fected had assurance that they would be permitted to enter the U.S. through the Canadian "escape hatch." All of the 14 Cubans who defected at Gander asked the Canadian immigration depart- ment for transit privileges. This is a procedure available to na- tionals of any foreign country, enabling such persons to enter Canada on a temporary basis as non - immigrants provided they are passing through Canada to another country. In asking for transit priv- ileges, the Cubans simultane- ously apply to American author- ities for visas to enter the U.S. These usually come forward within three to six days. There appears to be a min- imum of red tape involved in the granting of visas, the source said. It was obvious that persons in the U.S. were assisting the defecting Cubans to obtain visas.
