Neighbors The "Candy Man", as Bill Loucks is known to the kids, sells everything from .Bromo Seltzer to cigars and has seen a lot of life pass by during his years in Russell. He also gives a good haircut. Bill Loucks has been situated one way or another on Conces- sion Street for all of his 71 years. In fact, he says, he's been sleeping in the same bedroom all his life. His barbershop, which ad- joins his house, becomes a meeting place for customers to catch up on the news while they're getting their hair cut. It's a friendly place, crammed full of sundry items. Mr. Loucks sees Russell changing and he's not sure he Bill Louks -- Candy or a Cut likes the changes. There are a lot of young people moving out to Russell to escape. the pressures of life in the city. At one time, there were quite a few small industries and shops in the area. Now most residents do their shopping at the big plazas. "Population has doubled, but small business has drop- ped," says Russell's longest established businessman. Most of the _ original townspeople have gone, Bill says, either to go to school, or to go to get a job. But those who stayed still come to get their hair cut. Mr. Loucks has spent his en- tire life in Russell. He started helping his father in the barber shop at 13 and, at 20, took on the job for good. He was approached about a job in Ottawa, but felt it was his duty to stay with his father. He has seen four generations of some families come to his shop on a regular basis for haircuts. One team he remembers distinctly is Keith Boyd and his pet pig. "The pig used to lay outside the door while Keith was having his hair cut," Mr. Loucks says. Keith still sees Bill on a regular basis. He enjoys life in Russell and doesn't regret staying.' His grown sons have left for jobs in Deep River and Ottawa, his GETTING TRIMMED 'Bill gives Kenmore's Jim Wynn a trim and a humorous bit of local news. (Estelle Yaternick Photo) wife, Edith, still works at the registry office and Bill Loucks still sells candy to the kids.
