The following are some of the guidelines. Rural Areas Do not allow houses to be built every 150' on country roads (a) because the costs of hydro, telephone, school busing, postal delivery, dust control, road maintenance, garbage collect- ion etc., are astronomical in comparison with provision of the same services in villages, and (b) because the commuter population soon starts objecting to the smells of adjacent farms and the noise of farm machinery after dark (you may find it hard to believe but in Southern Ontario, some Townships have had to pass by-laws controlling the farm smells and noises). Allow even fewer houses on main-market roads (county roads) as these are intended to carry heavy traffic at 50 mph and residential density slows it down: some authorities recom- mend minumum frontages of 650' (for example as you leave Russell going toward Embrun there is a full mile of road beyond the village limits which should be zoned to 30 mph, the same exists as you exit from Embrun with the result that driving the short distance between the two villages is becoming an inconvenience). Do not break-up farm land into uneconomic units. In Russell these principles are generally applied in the 1976 official plan permitting farmers to save only 2 one-acre housing units for family members per 100 acres, by requiring rural wasteland lots to be at least 5 acres, and by discouraging the idea of hobby farms. Trailer Parks Everyone dislikes trailers except the people who live in them. At present there is one improperly located trailer park in the Township and all other trailers are forbidden. But why? You can build a 600 sq. ft. house with no basement, on any site, so why not a trailer? Trailer Parks are another. matter. A local farmer applying to subdiv- ide land near the villages will argue and negotiate with 25 different agencies for two years before he can obtain sub-divis- ion approval, and even then he may not be permitted to build houses for several years.
