This compares with only two charges during the same time last year. The Staff Sergeant says the drug situation in his de- tachment's area has remained on a par with last year. He attributes this to "parental control, home environ- ment and discipline" rather than to the police. Staff Sergeant Reid said his detachment frequently gets complaints about juveniles using drugs and when in- vestigated they turn out to be "just plain hooch". He said the number of drug offences among young sters has remained at six for the eight month periods last year and this year. THEFT RISE Meanwhile the biggest prablem facing the Whitby detachment is a whopping 73 per cent increase in the number of break, enter and theft offences involving juveniles. Compared with 1969 the Staff Sergeant says the juvenile crime rate in his area has increased by 43 per cent. Broken down statistically the number of Criminal Code offences involving youngsters in the first eight months of 1969 totalled 18.
