All debentures required to raise said loan shall be issued and disposed of by the Treasurer of this Municipality when and as directed by resolution of the Municipal Council of the Town of Listowel and shall be payable at the office of the said Treasurer and shall fall due and be payable on the Fifteenth day of December in each and every year of the said term, and the Mayor and Treasurer shal! sign each such de- benture and the Clerk shall affix thereto the Corporate Seal. 6.
