16 THE OSHAWA TIMES, Tuesdey, August 29, 1961 'Find Refuge In Latin Embassies HAVANA (Reuters) -- The blue-shirted militiaman grinned as he pushed a pack of cigaret- tes through the chain-link fence. On the other side, a young man in white open-necked shirt and fawn slacks gratefully ac- cepted a cigarette. Another mi- litiaman, standing behind the first, playfully lifted his rifle and pointed it at the young man as he called softly '"'paredon." "Paredon" means "to the wall," and although the militia- man was joking then, not many weeks previously the white- shirted youth stood in real dan- ger of facing a Cuban firing squad. Today, the chain-link fence is, for him and 96 companions, a guarantee of safety within the grounds of the Brazilian Em- bassy in Havana. A rough estimate of the Cuban capital's political refugees sug- gests that nearly 700 are still scattered among the Latin American embassies. Most of them sought asylum there when the secret police were rounding up thousands of suspects after the abortive rebel invasion in mid-April. The total of refugees at that time exceeded 1,200. They were able to do this mainly under the provisions of the 1928 Convention of Havana, signed by all Latin American countries, though repudiated by the Dominican Republic. This provided safeguards for Latin-Americans who took ref- uge in the embassies of other Latin American countries and made it obligatory for the home governments to facilitate safe conducts to enable the refugees to leavet he country concerned. About the time of the invasion at least four embassies in Ha- vana, those of Argentina, Bra- zil, Mexico and Costa Rica, had more than 100 refugees each. The Cuban government issues safe-conducts at a rate of be- tween three and six an embassy a week. Delays in repatriation are caused more by serious air transport difficulties out of Cuba than by the slow working of Cuban bureaucracy. Several embassies have or- dered blocks of up to 15 seats on the crowded planes bound for Caracas or Mexico. Others, such as the Panamanian and Costa Rican embassies, sent out batches of refugees by cargo ships for home ports. By now, the early pressure has been eased and serious problems of feeding and living- space have been solved. Pre- viously, more than one embassy had refugees sleeping even on the stairs. They are maintained free, at the expense of each em- bassy.
