Peter Williamson in a new book entitled Securities Reg ulation in Canada, published by the University of Toronto Press, Prof, Williamson --- a graduaté of the University of Toronto who now Is assistant professor of business administration at the Harvard Business School -- adds that lack of uniformity among the various provinelal and fed: | eral legislations is a real stum- hiing block to a grasp of the law on a national scale, There are also, he states, many de.iclencies in the legal set-up, The 463-page volume was writ: ten, Prof, Willlamson says, be- cause of the dearth of literature on the subject, and is intended lo serve the needs of both law yers and those in the security business, SELF-REGULATION Prof, Willlamson comments that a substantial part of regu- lating the securities Industry in Canada is handled by the indus try itself, "It may be that too much has {been left to the securities indus. {try in Canada; not just because i industry is wot capable of self regulation (although this may be true to some extent) but because the organizations within the industry are forced into an awkward dilemma "This is particularly true of the stock exchanges, and es citically the Toronto Stock KEx- change, which usually sets the stanuards for the others, "The primary function of al stock, exchange is to furnish a market place, to provide facili: ties for buyers and sellers to come together quickly and eas ily. To a large extent, regulation| Is the antithesis of this function. | "The Toronto Stock Exchange has been feeling the effects of] {this tug-of-war strongly in recent) years, when more and more re)' spousibility for regulation of! trading has been forced upon it, MUST ACCEPT RURDEN "The answer may be that the Industry simply has to ace MARKET PRICES TORONTO (CP)-Steer trading was uneven while heifer and "yearlings were fully steady this «week at the Ontario public stock. *yards Cow prices were firm and bulls steady and a good supply of re. Then on Sunday afternoon, they subdued the Toronto Marl~ borus, 4-1 at Maple Leaf Gardens. Ar interesting sideline to tomorrow evening's affair, will be the Westfall brothers, Stan and Ed, oppusing each other, Stan is a speedy portsider with Whithy and will likely encounter brother Ed, an all-star defenceman with Niagara Falls, who patrols the right side of the blue-line, Should Ed have the opportunity to take Stan into a corner, it will be amusing to see how the fiery member with the Hillerests handles his emotions against the more calm and collected Eddie, Whitby ren into a more experienced hockey club on Tuesday night, when the Marlboro Junior "Bs whipped the Hillerests, 7-2.
