SATURDAY, JULY 30 the world. It is not just a matter of climate either, because such countries as Finland, Sweden and Norway have also performed wonders. Our need in Canada is for such a development program. This could be subsidized and administered by the Federal Government or it could be operated by a group set up by the various amateur sports asso- ciations with financial aid coming from either the government or business and industry. Sports College, my own organization, is dedicated to this purpose and we operate a national service in sports and fitness. However, our great problem is to get sufficient finan- cial support to do the job that is needed, to get the amateur sports officials interested enough to develop a full scale co-operative effort and to convince coaches and trainers throughout the country that new methods must be used. As far as coaching is concerned, most Canadian coaches are actually still twenty-five years behind the times with few exceptions. A good example ot our Canadian amateur sports setup is in track and field. Of all the track and fields clubs in Canada very few if any run a full scale pro- gram in which all the events are taught to the athletes. Most track clubs are either sprint clubs or distance clubs with the coaching staff doing nothing to encourage and coach athletes in the many field events and such skill events as the hurdles. As a result these events are often not scheduled at meets because there aren't sufficient competitors. This is something like trying to develop a baseball team without having a oitcher, shortstop or centre fielder. Actually a coaching profession in amateur sport does not exist in Canada. In most other countries there are highly qualified coaches by the hundred. These coaches have graduated from coaching schools and know their business. In Canada most of our amateur coaches are part time voluteer people who, although they are wonderful people who give a lot of their spare time, are simply not qualified on the same levels as those doing the coaching in other countries. Therefore, you don't have to be very smart to realize that one of the things we need is a development pro- cess which will include schools for coaches and a great deal of coaching and training resources material in the form of films, clinics, booklets and so on. The cost of such a development scheme is actu- ally quite reasonable. Such a scheme could be launched on a yearly budget of no more than $100,000, much less than it costs to build one wing of one jet aircraft or house criminals for a few years. In my work in contacts with athletes, coaches and trainers across the country I know that there is nothing wrong fundamentally with our Canadian boys and girls. They have the same potential strength, skill and endurance and most certainly the same, if not more, spirit and courage. All they need is the right kind of development process through which their efforts and interests can be properly channelled. Some people might feel that it is relatively unim- portant to develop athletes of international calibre. This can be answered in two ways. In the first place, the people of Europe and Asia give a great deal of credence to the showing which is made by the various countries of the world in international sports com- petitions. The Russians make a point of emphasizing the importance of this in their propaganda. If we are to hold our own in the Cold War we should do every- thing possible to prove that democracy is quite capable of turning out the very finest type of athletic young men and women. Secondly, if we are to develop top level athletes we must have tremendously wide parti- cipation since it takes 100 athletes to get one of top international class. By promoting such participation, we will be improving fitness and health standards across the country and perhaps even contributing to a lessening of our juvenile delinquency problems.
