WHITBY And DISTRICT Equalized Assessment Adopted By County After a debate" which began shortly after the session opened at 10 a.m., and ended only at 4:30 p.m., Ontario County Councillors on Monday ratified their equal- t of th + nim of assessment had boost- led their local land assessment $1,168,360. She pointed out that only Pickering village and Ajax had carried this assessment out. Yet, she pointed out, the equal- ized e ities which make up the county for 1961. The council met in Whitby on Monday. The equalized assessment for each municipality appears at the bottom of this article. But councillors battled almost every paragraph of the page-long ization scale had only allowed Ajax $658,210, not the full amount of the added assessment. She proposed an whereby Ajax assessment would be lowered by the full $1,168,360, and the balance which would be left over by this change, in the t of $510,150, would be add- a report by the t com- mittee which brought in the table of assessments. The first para- graph reported that the commit- tee had failed to collect a quorum for a meeting on June 2 when members were to have followed a resolutiog from the last session of council 'and inspect the com- mercial and industrial assess- ments of the southern municipal ities. Chairman of the assessment committee, Whitby's Reeve Ever- ett Quantrill reported that farm- er members of the committee, hard hit by a late spring, had been unable to leave the land for the meeting, SAYS SATISFIED Reeve Johm Mills, of Ajax, wondered if an attempt had been made by anyone to review the commercial and industrial as- sessment of the county, Reeve Quantrill reported that County Assessor Gordon Hepditch had not made a complete review but had told him that there were no industries or commercial proper- ties improperly assessed" that he was aware of. Ajax Deputy-reeve Mary Reid said that the assessment commit- tee makes a great show of going| to the rural municipalities to pick up $100 here and there in assess- ment but in the three years she had been on the assessment com- mittee had not yet looked at in- dustrial and commercial assess- ments in the county. Reeve Anson Gerrow, of Scu- gog Twp., said that he doubted that the town would not be penal- Scott that any lay committee could make any ruling on whether any property was properly assessed or not. He said that the commit: |s 300,000 in assessment had been tee would not even be allowed to 0 in and inspect an industrial| ant. | Reeve Quantrill said that the| committee could only accompany the county assessor in an effort| to understand what he has in| mind. ""Jt seems the committee is not assess but to understand," said Reeve Cyril Morley, of Pickering | village. BvAUIZATION . making of paragraph drawing the pitals. The two readings were said erection, establishment and the one adopted by the council ital than 15 mi most comment was follow ted to Whitby's equalized assess- ment. LOCATION FACTOR Mrs. Reid then took a leaf from the Chamber of Commerce book, (Whitby's that is) and out- lined all the reasons why Whitby was in a much better location than Ajax. She said that Whitby was not only the county town, but has a harbor, three hotels, major chain stores, a large num- ber of better class homes, the Ontario Hospital and the Ontario Ladies' College. She finished by saying that Whitby was so enticing that at least 50 former Ajax residents have now moved to Whitby. Two industries, she said, have also moved from Ajax to Whitby. It there is a location factor, she said, it should be in favor of Ajax. Reeve Everett Quantrill, who spent last weekend in Ajax at a conference of the towns and vil- lages section of the OMA, said he was a little surprised since he had heard Mayor Parish speak- {ing at the conference and no one |even thought of Whitby as the ideal town. | Reeve Mills, of Ajax, said that |his municipality had no quarrel |with Whitby, He said that he was very proud of Ajax, a planned |community, but a comparison |has to be made. He said that |Ajax was basing its argument on |{the promise by Mr. Hepditch ized. ADDED TO OTHERS Mr, Hepditch told council that |added to other municipalities in the county, excluding Ajax. "I felt that we had to give some re- lief to the purely rural town- ships," he said, Reeve Sherman Scott, noting that Pickering Twp.'s boost in as- sessment would make the town- : ship pay 22 per cent of county costs this year, rather than last year's 20 per cent, said that his township might be wise to join the municipality to the west. The Ajax amendment, to allow Ajax $510,150 less equalized as- sessment, and add this te Whit by's, was lost. The motion to accept the orig- inal scale and indeed the whole report, carried. her motion and it lost again. The final report on equalized assessment carried 21 to 14. Vot- ing against it were Deputy-reeve Mowat, of Whitby, Reeve John Mills and Deputy-reeve Mary Reid, of Ajax, Reeve Wilfred Pas- coe, of East Whitby, Reeve Cyril Morley, of Pickering village. Reeve Sherman Scott and Deputy-reeve Ross Hawthorne, of Pickering Twp., Deputy-reeve Robert Nesbitt, of Uxbridge Twp., and Reeve John McGilli- vray, of Scott Twp. Reeve Quan- trill was absent. The table follows. The first col- umn of figures indicates the local t of each ipality. Later Mrs. Reid re-introduced BY GERRY BLAIR Whitby Red Wings moved into sole possession of first place in the OLA Junior "A" league by virtue of a tremendous 14-6 vic- tory over the second-place St. Catharines Athletics. An eight-goal barrage in the third period spelled defeat for the Athletics. - Unlike other games this sea- son, Whitby were really strong in the final stanza. To date, the Wings have been guilty of folding under pressure in the late stages. This victory was their fourth St, Catharines, Brampton and either Long Branch or Fergus, pending the outcome of Satur- day's contest, all tied for second position. There were a total of 23 pen- test, with St. Catharines receiving {12 of them, including a five- minute misconduct to Young, early in the first period. Barry Campbell received a 10-minute misconduct, for yapping back to tizz referee upon conclusion of the two-minute minor offence. They got off to a slow start this season, but after Friday's tremendous offensive showing against the Wings it appears they've found their bearings. Whitby held a 5-4 lead at one time in the game, but after the seven minute mark of the second period, the Excell- siors scored 11 unanswered goals. Whitby's defensive unit must have left for home a little early. The Wings entertained St. Catharines last night at the Com- munity arena, but results were not known at time of writing, A win by Whitby would give them sole pos- session of first place, one point ahead of St, Kitts and Brampton. . . .
