Quite often lights will be on late in the south-west corner of the east block at Queen's Park. This prompted the above observation from a passer-by one night, It is not quite accurate as a reference to the Department of I.ands and Forests. For though the far north is the responsi- bility of the department, as much or more of its work centers in southern Ontario. But it is true it uses a lot of midnight oil. It is a hard-working department that doesn't know regular hours. And as hard- working a man as there is in it is its minister, Hon. J. W. Spooner. This long and lean fifty-year-old son of the north is a son of a gun to work. It is probably the key quality in the man who first headed the Department of Mines for a year and now has led the Depart- ment of Lands and Forests for going on two years. In those three years he has gained everyone's respect. It is a long time since there has been a minister so popular with the forestry staff--notably choosey in whom they respect. And he has the same popularity and respect from the members of the house and his cabinet colleagues. They know him to be: diligent, and along with this to be sincere and cour- teous. : In getting to be one of the senior Ministers of the Crown in the province, he arrived where he is through this same hard work and sincerity. A life-long resident of the north -- he was born at Massey -- he started as a paper company accountant. He dd not stay too long with this -- he is a man of considerable independence -- leaving to start his own insurance and real estate business in Timmins. He entered municipal politics -as an alderman in 1939, and served for five years. In 1952, on a dare, he contested the mayoralty and won. And in the next four years he found himself not only Mayor of Timmins but also President of the Ontario Municipal Association, vice-president of the Ontario Association of Mayors and Reeves and a founding member of the Northeastern Development Association, Ontario He then entered provincial politics, and in 1955 took the Cochrane South seat away from the veteran incumbent W. J. Grummett, one-time CCF house leader. Though from the north, Mr. Spooner had no very extensive knowledge of either mines or forestry when he took over the departments concerned. He had done a little prospecting. He had worked on a paper company bull gang, and of course had an accounting back-ground in this field. But when he took over the forestry portfolio he was so little an "outdoors man" that his wife had to go out and by him some shirts and other gear to wear on his trips into the bush. Neverthless, he has made an excellent head of both departments, Thos who work with him reason for this is because he is a thorough administrator. He has a system of keep- ing a follow-up check of all matters com- ing before him. If there isn't action he wants to know why. Also, he is a good public relations man. One of his first letters coming to the department were to be attended to. If they couldn't be fully answered they were at least to be acknowledged right away. Finally, he is very human. He has the courage to make decisions and wants those around him to make up their minds also. But along with this he personally a bit on the sensitive and shy side and can understand that no one is perfect. So long as he stays at Queen's Park this man from the north will always probably be the leading spokesman for the north. He also will always be one of the top men in the government. Whether he will go farther than that only time will tell. He is not one of those mentioned gen- erally as a potential leader of his party. Yet he undoubtedly has leadership in him. And the past has shown he can go to high places in his chosen fields. He would seem a more likely king- maker than a king. say one orders was that all ness, efficiency--even vour health!
