The letter asked permission for Chan to surrender to the minister at the parliamentary opening, but, Mrs, Fairclough said Thurs- day, she replied that Chan should give himself up to the nearest immigration officer or the police. Chan, his wife and five-year-old daughter, Alice, arrived in Can- ada in April, 1958, on visitors' visas and sought last October to remain in Canada permanently. The immigration department ruled them inadmissible as im- migrants and ordered their de- portation. Chan disappeared Nov. 2, the day before he and his fam- ily were to be sent back to Hong Kong. A warrant for Chan's arrest was issued Nov. 17. The immi- gration department decided against deporting his wife and child until he had been found.
