Councillors endorsed the projects for Stockworth mgb and Quorum Development on Dec. 17. In doing so, the worst fears of the Port Perry Business Improvement Area (BIA) have been realized 'as mem- bers of the group have urged council over the past few months not to create two commercial nodes at opposite ends of the downtown. Quorum Development Planner Jamie Bennett recent- ly objected to the elimination of some uses, saying the bylaw's restrictions represented an impediment in securing potential retail tenants. Initially, the uses not permitted on the Westport site included a Liquor Control Board outlet, a post office, gift shops, antique stores and specialty apparel stores. While the final draft of the bylaw leaves an opening for a LCBO store on the Quorum site in the future, it would only be allowed on condition that a liquor store is retained somewhere in the general commercial zone of downtown Port Perry). Another contentious issue for the developer is the proposed restrictions on the size of stores. The pro- posed bylaw would limit stores locating in the Westport Center development to a minimum of 2,000 square-feet and a maximum of 4,000 square-feet. Last week Mr. Bennett asked that the floor space "cap" be deleted, but it was retained in the passing bylaw. Council has also recently received two letters from Aird & Berlis, the law firm which represents Loblaw Properties Limited, the owners of - the "Your Independent Grocer" store in Port Perry.
