Peter Hvidsten Port Perry Star Wind turbines, drive- thru restaurants and farm outlets produce were among the items dis- cussed at Scugog Township council on Monday. However, the most con- troversial subject was once again the wind tur- bine belonging to Scugog Island's Martin Demmers. The purpose of the public meeting was to outline proposed amend- ments to the township's zoning bylaw aimed at improving and clarifying definitions and general provisions of the bylaw. Most of the changes were of a minor nature, but the contentious issue of wind turbines was raised once more. The bylaw changes regarding wind turbines included specifying yard sizes and setbacks, height and blade maxi- mums as well as noise emissions and signage. Under the proposed bylaw changes, wind tur- bines would come under a number of new regula- tions. Suggested maximums for the height of a wind turbine was 24 metres, with blade diameters of no more than six metres. It was also recommended that the turbine must be set back from the adja- cent property line one- and-one-half times the height of the tower. It was also recommend- ed that noise emissions generated by a turbine not exceed 45 decibels measured on the dBA scale at any property line between the hours of 7 a.m. and 9 p.m.; and not more than 40 decibels between the hours of 9 p.m. and 7 a.m. While agreeing there is a need to put some con- trols into place, Ward 2 Councillor Marilyn Pearce wondered why the town- ship couldn't deal with wind turbines on an indi- vidual basis (through per- mits and site plans) rather than through a bylaw. "We may be putting undue rules in place that we don't need," she said. Township planner Jim Dyment answered that what they were trying to do was to say, "you can't have these as a right, without going through the process."
