Over 300,000 Block Parent volunteers across Canada are taking Ghandi's words to heart and sharing their time to make a difference in their communities. "The United Nations has pro- claimed the year 2001 International Year of Volunteers," notes Linda Patterson, President of the Block Parent ~~ Program of Canada. "Therefore, during National Block Parent Week, we are proud to recog- nize the contribution to safe commu- nities being made by our Block Parent volunteers from coast to coast." The Block Parent Program provide a widely-recognized symbol of com- munity safety in Canada through an established partnership of volun- teers, police and educators. This part- nership thrives at local, provincial and national levels of the program. Every year, Block Parents provide help to hundreds of people, children who are lost, seniors who suddenly feel ill while walking in their neigh- bourhood or teens who are bothered by bullies. The distinctive red and white sign in the window of a home means that someone is there to answer your knock on the door and offer assistance. In addition to the tra- ditional single family home, the Block Parent safety network is expanding into small businesses. Increasingly, the Business Block Parent decal is being seen in store windows, indicat- ing that help is at hand. Block Parent volunteers also teach personal safety lessons in elementary schools across Canada. "We believe that education is the first step to safe- ty," stated Ms. Patterson. By teaching a child how to react in a potentially dangerous situation, the Block Parent Program helps keep children safe while out and about in their commu- nity. B, as storage of gas. Any customer of ECG may be affected by the Board's decision on this Application. - ECG has proposed to change its delivery rates which, if approved by the Board, would result in an increase to a typical residential customer's annual bill of about $45.00 or 3.25%. The rate increase is primarily due to ECG"s proposal to increase its return on equity capital from 9.54% to 11.375% and increases to its costs of operation. ECG has proposed October 1, 2001 as the effective date of the rate change. The Board will deal with any changes to the commodity cost of natural gas for customers that purchase gas directly from ECG as a part of this proceeding.
