Bye Bye Tomoki The Jackson family on Columbus Road West, recently bid farewell to a young 14-year-old Japanese lad, who has lit- erally almost become part of the family. Tomoki came to Brooklin as part of a 4-H exchange program for a month. B. Any customer of ECG may be affected by the Board's decision(s) regarding the Application. Particulars Of The Application ECG has applied for an order or orders approving or fixing just and reasonable rates for the sale, distribution, transmission, and storage of gas. The Application proposes that new rates be effective October 1, 2000 based on a forecast of results for a test year commencing October 1, 2000 and ending September 30, 2001 ("the 2001 Test Year"). The Board has assigned file number RP-2000-0040 to the Application. Under current rates, ECG forecasts a revenue deficiency in the 200} Test Year of approximatcly $326.0 million based on an 8.68 percent overall rate of return which includes a return on common equity of 9.73 percent and a proposed rate base 0f $2,976.5 million. ECG has indicated that forecasts for rate base, rate of return, and revenue deficiency for the 2001 Test Year may be amended or otherwise updated. If new rates are approved to allow ECG to recover the forecast revenue deficiency, a typical residential sales customer will experience a bill increase of approximately $225. 00 annually or about 19.0%. The Application will be supported by written and oral evidence. The written evidence will be pre-filed and may be amended, from time to time, prior to or during the course of the Board's proceedings. Pre-hearing conferences with Board Staff and the intervenors may be held in an attempt to identify and reach agreements to settle the issues arising out of the Application. Any settlement proposal will be sub- mitted to the Board for its consideration prior to the hearing(s). 1 "ECG has also applicd for an interim order adjusting the existing rates to reflect the current forecast of gas costs for the 2001 Test Year. ECG has requested that the Board proceed with the gas cost issue on an expedited basis by means of an oral or written hearing. ECG has also requested that the resultant rates be approved on an interim basis effective October 1, 2000. Gas costs represent approximately $318.0 million of the forecast revenue deficiency of $326.0 million. For a typical residential sales customer, the gas cost adjustment would translate to an annual bill increasc of - approximately $215.00 or about 18%. In addition, ECG has applied to clear the balance recorded in the Purchased Gas Variance Account ("PGVA™) as at September 30, 2000. Clearance is usually accomplished by means of a onc-time charge to customers in the first billing cycle of the following month. "ECG proposes to reduce this one-time charge by applying a portion of the gas storage inventory credits arising from the interim rate increase against the commodity related component of the PGVA. The reduced" balance in the PGVA would then be cleared by means of a one-time charge to customers commencing with the first billing cycle in October 2000. The remainder of the gas storage inventory credits would then be applied to reduce the ges supply charge payable by customers starting with the first billing cycle in October 2000. How To Sce The Applicant's Pre-filed Evidence The pre-filed evidence and any other material filed in support of the Application will be available for public inspection at the Board's office, after it is filed, and at the offices of ECG in Toronto.
