Although none of the transition board members were in favour of the single-tier system, they were picked for their interest and assistance in the need for change, said Mr. Kitchen. Single tier government was the only system of the three proposed that met his provincial government mandate of introducing no boundary changes and reducing the number of politicians from 94 to 17. That move will produce a savings of $3.3 million, Mr. Kitchen said in his report. Mariposa residents will see very little change, and any tax increases resulting from realignment are to be phased in over five years, as are any tax decreases. Existing municipalities are not allowed to exceed bud- gets or sell assets without board approval. Mr. Kitchen's fee is anticipated to be between $80,000 to $100,000, and will be shared among all cur- rent municipalities. PORT PERRY AYL Mariposa council report County closes Manilla library By Clifford Eige Weekend Star Manilla's library has been closed by the county health and safety cops. Health and safety authorities have prepared a list of infractions detected in the old building that is used in Manilla. The building is owned and operated by a community management committee that does not have the funds to bring the building up to the required standards. Township residents supply the library facilities, while the county government provides books and staff to deliver library services to the community. Mariposa Councillor Ruth Lyons has been a strong supporter of the library committee's efforts, and is very annoyed that county officials have taken this action at this time. As the township does not own the building, there is . very little the municipality can do, said Councillor Lyons. Mariposa has three small branch libraries, which the county library authorities have been trying to amalgamate into one for several years. Residents have been fighting for the walk-in availability of small- er local libraries against a larger cost saving drive-to facility preferred by the county. Plan for Manilla A new plan of subdivision has been proposed for Manilla that includes 47 homes and two commercial lots, abutting the current subdivision. Provincial approval for access from Hwy. 7 is expected to be the biggest obstacle for the develop- ers. Currently the Ministry of Natural Resources is con- ducting water quality and supply tests, to judge the impact future growth may have on the Manilla area. Councillors have put a hold on any further building permits for the Sonya subdivision until water tests meet the required standards. Consultant reports and several requests from council regarding water quality testing standards have not been met by the develop- er, resulting in this action being taken. And subdivision plans for Gilson Point have been put on hold until all the concerns of the Ministry of Environment are met. Residents in the area are opposed to any further residential development, which they say could seri- ously affect Lake Scugog and the water quality of the many dug wells of existing residents. Meanwhile, King's Bay subdivision has two model homes built, and the municipality has not yet received the $3.5 million line of credit required. Legal advice is being sought by council regarding township liability if sales occur before needed ser- vices have been completed. This is the first subdivision that the township has | approved that will include both water and sewage treatment plants.
