Reeve Barbara Kelly has proposed an increase in infrastructure projects that will consume most of the general reserve funds, but require no tax increase. The reeve has expressed concern that municipal realignment could result in the town- ship's reserves being used elsewhere other than in Mariposa if they are not used this year. She has suggested that $700,000 from reserves be added to the budget for AEN QFN RINDI HG 5 LRG v Reeve Kelly. several needed roads, arena and fire service upgrades. Reeve Kelly said that if all the funds allocated are not used, they will auto- matically be returned to the general reserve fund. She added that the bud- get also does not take into account the sale of surplus municipal land which could generate sev- eral hundred thousand dollars for reserves. Opposed to the reeve's scheme was Councillor Ruth Lyons, who asked for a recorded vote on the budget bylaw. The bylaw carried, 4-1. Financial advisor Greer Thornbury cautioned councillors that outstand- ing tax arrears mean the township could need to borrow up to $400,000 for municipal operations by the end of the year. Mr. Thornbury suggest- ed that council ask audi- tors for an opinion on the matter. Auditors BDO Dunwoody are currently i he Osha General Hospital Foundation is leased to Inroduc the .. Tender trouble Tenders for insurance coverage did not go as planned, with one of the two Ontario companies that provide municipal insurance submitting its proposal late. Councillors argued over the validity of open- ing the late submission, which some said would be contrary to the rules of tendering. A motion by Councillor Lyons to look at the late proposal submitted by Marlene Morrison insur- ance, a local broker for Frank Cowan Insurance, was defeated 3-2. Councillor Lyons argued against making a selection without a com- parison of rates and poli- cies. Marlene Morrison was given an opportunity by council to present the advantages of the quote, had it not been submitted late. Paul Dorman of OME Jardine division also assisted council by explaining the bids by both insurers, who pro- vide comparable protec- tion. Councillor Annie Hall said that rules are rules, and made a motion to accept OME: Jardine Insurance's bid- for this year. The motion passed unanimously. Trash complaints Clerk Sandra Lloyd reported to council that the county has not made residents aware that they have taken over the col- lection. and disposal of fasidamial waste materi- "We. still get all the time-consuming enquires and complaints with no administration cost recov- ery from the county," said the clerk. Reeve Barbara Kelly told the clerk to instruct staff to simply give out the county phone number in future for any calls on this issue. "The county took over waste collection by 'force and should be responsi- ble for the complete ser- vice," said the reeve. ed
