Group wants two-tier government in Victoria County abandoned A group of citizens has submitted a proposal to the restructuring commis- sion calling for two-tier county government to be scrapped in Victoria County. According to spokesperson Paul Pagnuelo, the purpose of the submission titled The Peoples' Choice - Shaping Our Governance is to offer the commission a 'made- at-home' solution, which is free of politician bias and in the best interests "of all taxpayers through- out the county. "Two-tier government is a high cost, dysfunc- tional creature that serves only the personal inter- ests of politicians and unnecessarily compli- cates the life of the aver- age citizen," said Mr. Pagnuelo. In its submission to Commissioner Harry Kitchen, the group lays out a framework, which it says will meet the province's goals of elimi- nating overlap and dupli- cation in municipal gov- ernment, cutting taxes and improving service delivery. If adopted by the restructuring commission, the proposal would: 0 eliminate county council. areduce the number of lower-tier municipalities by 83 per cent from 18 to three. a be sensitive to rural and urban differences and historical ties by creating three single-tiered .gov- ernments, a North Victoria municipality, a South Victoria municipality and a slightly expanded Town of Lindsay. a reduce the total num- ber of elected officials (including those on coun- ty council) by 74 per cent from 117 to 30. Each municipality would have a mayor and deputy mayor elected at large and councillors elected in a ward system based on population. Local county politi- cians, says the group, blew the opportunity the province gave them to shape the future of munic- ipal government in Victoria County. _ "The best they could arrive at was to do nothing and hope the province would forget them," said Mr. Pagnuelo. Now, he said, the restructuring committee will shape it for them because "the half-hearted efforts of our local politicians have all been too little, too late and too self-serving."
