Donna June Philp (nee Stapley), 63, passed away peacefully on Sunday (Sept. 30) at Lakeridge Health Oshawa with her family at her side. She leaves behind her husband, Bryce. Mrs. Philp was born in Stirling, Ontario and raised there on the Pine Grove Family Farm. She attended Eglinton Public School and Stirling High School as well as the Ontario Business College. She worked at the Mead Johnson's dealership in Visitation will be held today Belleville before moving to Port Perry in 1976 where she and Bryce opened Philp Pontiac-Buick. She held the position of secretary-treasurer at the dealership, and was also involved in local service organizations such as the Port Perry Rotary Club and was a Shriner's Lady. When not working at the dealership or volunteering her time with service clubs, Mrs. Philp enjoyed gardening and interior decorating at her Lakeshore Blvd. home. Mrs. Philp is prede- ceased by her parents Marjorie and Bruce Stapley and will be missed by her brother Frank A 34-year-old Sunderland man faces charges after a fatal motor vehicle crash took the life of a Richmond Hill woman on Saturday. According to Durham Regional Police spokesperson Sergeant Paul Malik, officers responded along with ambulance and firefighter crews to Regional Rd. 10, just west of Sunderland, at 9 p.m. on Sept. 29 for a two-vehicle crash. According to reports, a green 1994 Plymouth van driven by James Munro of Sunderland collided head-on with a 1987 black Jeep Cherokee driven by 60-year-old Lorna Martin of Toronto. Mr. Munro was taken to local hospital for treat- ment. Ms. Martin was taken to Toronto's Sunnybrook Health Sciences Center where she remains in Sunderland man charged after fatal accident serious, but stable condi- tion. A passenger in the Jeep, 69-year-old Elaine Hoffeldt of Richmond Hill, was pronounced dead at hospital. Mr. Munro was taken into police custody after his release from hospital and has been charged with impaired driving causing death, impaired driving causing bodily harm and exceeding the legal blood/alcohol limit. He was held by police and appeared for a bail hearing on Monday morn- ing. You can now catch us on the Internet: www.portperrystar.com NOTICE Of PUBLIC OPEN HOUSE Nonquon River Subwatershed Study | Region of Durham Kawartha Conservation, the Region of Durham and the Township of Scugog have retained the team of Greenland International Consulting and ESG International to complete a Subwatershed Study for the Nonquon River Subwatershed. The majority of the Nonquon River is located within Scugog Township. The Nonquon River flows north from its headwaters in the Oak Ridges Moraine to the west of Port Perry, and empties into Lake Scugog after flowing through Seagrave. The primary land use in the subwatershed is agricultural while the only significant urban developments are: the Nonquon Industrial Subdivision tributary area west of Port Perry, the hamlet of Seagrave near the mouth of the river, and the lagoons west of Port Perry. The Nonquon River subwatershed is bounded on the west by the Beaverton River watershed, on the north by Mariposa Brook, and on the south by Lynde Creek. The purpose of the study is to investigate the subwatershed and determine the constraints on existing and proposed land uses. The results of the study will lead to an approach on watershed man- agement that will identify acceptable land uses, provide targets for mitigating development pressures, and provide recommendations for resource management. These targets will be general or policy oriented and will be applied to all resource users within the sub- watershed. In particular the study will focus on land uses, ecosys- tem linkages, and hard services in relation to: e terrestrial flora and fauna, including habitats, * aquatic organisms and habitats, fish spp. populations, invertebrates, and aquatic vegetation; » existing and potential erosion and flooding problems; * stormwater management quantity and quality considering recommendations from the Nonquon Industnal Area Tributary - Phase 1: Functional SWM Plan report, * hydrogeology (quantity and quality); * baseflow and groundwater recharge; e environmentally sensitive areas, wetlands, and soils, and, e cultural values and aesthetics, both past and present. The new system requires parked vehicles towing boat and person- al water craft trailers to display in their wind- shields a $5 ticket pur- New ticket machine boosts revenues chased through the machine. Parking for vehicles without trailers is free. Township enforce- ment officials have been acclimatizing users to the new system by leav- ing explanatory flyers, rather than parking tick- ets, under the wipers of cars without proof-of- payment tickets.
