As our communities grow, the potential for cumulative environ- mental impacts from development increases. Such impacts are not limited to the lands in which they may originate, but may also affect adjacent or downstream lands. One of the most effective ways of dealing with issues of cumulative epvironmental impact is to use an integrated, ecosystem approach to guide development. In recognition of this, the Regional Municipality of Durham and the Township of Scugog, in partnership with Kawartha Conservation have initiated a planning study for the Nonquon River as an integral part of the munici- pal land use planning process. The majority of the Nonquon River is located within Scugog Township. The Nonquon River flows north from its headwaters in the Oak Ridges Moraine to the west of Port Perry, and empties into Lake Scugog after flowing through Seagrave. The primary land use in the subwater- shed is agricultural while significant developments include the Nonquon Industrial Subdivision tributary area west of Port Perry; the hamlet of Seagrave near the mouth of the river, and the lagoons west of Port Perry. The Nonquon River subwatershed is bounded on the west by the Beaverton River watershed, on the north by Mariposa Brook, and on the south by Lynde Creek. The purpose of the study is to investigate the subwa- tershed and determine the constraints on existing and proposed land uses. The results of the study will lead to a watershed management approach that will identify acceptable land uses, provide targets for mitigating development pressures, and provide recommendations for resource management. The management directives selected will be general or policy oriented and will be applied to all resource users within the subwatershed. In particular the study will focus on land uses, ecosystem linkages, and hard services in relation to. o terrestrial flora and fauna, including habitats; 0 aquatic organisms and habitats, fish species and populations, invertebrates, and aquatic vegetation; 0 existing and potential erosion and flooding prob- lems; 0 stormwater management - both quantity and quali- ty; a hydrogeology (quantity and quality); u baseflow and groundwater recharge; uo environmentally sensitive areas, wetlands, and soils, and; : 0 cultural values and aesthetics, both past and pre- sent. In order to receive input and answer questions from residents in the area, Kawartha Conservation, the Township of Scugog and the Region of Durham have organized a public open house to be held at the Scugog Community Centre on Thursday, Oct. 4 from 4 to 9 p.m. Members of the public are urged to attend and partici- pate in this important environmental study. Please note that the Council has the authority to extena the period during which the By-Law will be in effect to a total period not exceeding two years. EXPLANATORY NOTE PURPOSE OF THE BY-LAW The purpose of this By-Law is to prohibit the issue of building permits in the Nonquon River Industrial Area Tributary for an additional one year period to September 24, 2002. The 2nd phase of the project is underway and it is anticipated that the Nonquon River Subwatershed Study will be completed in this time frame. EFFECT OF THE BY-LAW This By-Law will prohibit the issue of building permits in the Nonquon River Industrial Area Tributary until the completion of the Nonquon River Subwatershed Study.
